He has a pattern of making statements like these as test balloons, to gauge public sentiment. Sometimes he’ll back off if the backlash is big enough, thinking it makes him look magnanimous or something to not commit atrocities after all.
“And his friends” is the crucial part here. The reason this didn’t happen in his first term was a massive amount of institutional pushback. GOP spent the intervening time clearing out those pesky roadblocks, and figured out where they wanted Trump aimed.

I assume they’ll have to edit for length regardless - so I imagine they’re planning to make the unedited clip available online, like they’ve done with their other extended interviews. Lot less restrictions on what can air that way, too.

While I agree that would be ideal, I suspect a lot of the services that let them process that food out to who needs it are unavailable.
The federal workers that I know are doing everything they can to get everything that’s been spoken for out to the recipients ASAP. If food is rotting, I suspect it’s because it can’t be moved.
I think that’s kind of the point - because this behavior is fairly common, malicious use of it is extremely hard to root out, and can cause a wonderful amount of friction in an organization.
