It will not be abuse if it’s legal and a new policy. It will be called physically incitative lawfull etiquette.

Realistically how you would do ? You have leather one ? Would you boil them and add some gravy or seasonning ? Or just raw dog it and whatever ? It would be probably extra toxic in general with the amount of plastic.

Plenty of basic skill everybody should have though. But i agree , no need to swim like an athlete but at least floating in slightly moving water is very important.
